Delete ANY Steam folders you find in your temp folder. Make sure System has full permissions in that folder. Another option is to change the location of your temp files. Make a folder called Temp in your C: drive, right click it select properties and make sure everyone and system have full permission. Then open a command prompt, and type this: C:\>

Delete the temp folder in your profile directory. C:\DOCUME~1\USER\\LOCALS~1\Temp\steam2 And delete ClientRegistry.Blob and start steam again... If this doesn't work, move your gcf files temporarily so you don't have to redownload them, uninstall steam, rename the steam folder. to SteamSucks, the install it again from scratch.
